We, the undersigned organizations and individuals, thank you for providing political and non-political staff in the House of Representatives the opportunity to organize and join a congressional labor union.
All workers deserve good pay, safe working conditions, fair treatment, and a seat at the bargaining table. Recent stories of abuse, poor pay, and adverse working conditions for congressional staff have struck a chord. We are pleased that the House heard the call, and congressional staff will now be able to collectively organize to improve their circumstances if they so choose. Moreover, the passage of H.Res. 1097 — previously known as H.Res. 915 — will apply to the House of Representatives the same laws that apply to the American people — a journey that began in 1995 and, until today, has been unfinished.
Congressional staff are the backbone of Congress. This resolution helps improve their working conditions, which in turn helps reduce staff turnover and strengthens the institution’s ability to recruit and retain staff from a more diverse talent pool. Above all, this resolution allows Congress to better serve the American people.
We particularly commend Representative Andy Levin for his championing of the congressional unionization resolution, co-sponsored by a wide array of Members of Congress; Representative Zoe Lofgren for conducting thorough oversight through the Committee on House Administration; and Speaker Pelosi and senior leadership for bringing the measure to the House floor. This resolution signifies the start of a new era within the halls of the House.
